Karume,
Basically all provisions of laws governing public procurement does not fully singled out as the mandatory to use single source procurement from Government Agency. What i know is that the PPA and PPR does provide the option to you under a certain circumstances and where possible to use the Government Agencies to carry out the works, services as a supplier/contractor/adviser or use single source as procurement method to engage directly such agency to accomplish your procurement subject matter.

Rg 140 of PPR 2013 provides the focus on Medicines and medical supplies but the concern of Karume is about any Government Agency to be approached directly as a single source. for instance TEMESA, TBA, or GPSA and alike. So it is an evaluation of the need to use such agencies by looking both the reasons and law provisions.

Medical Stores Department (MSD) is an agency where a single source of procuring medicines can be done. kindly refer section 140(4) of the PPA regulation of 2013.
