Thanks,what about transfering the tittle from government ownership to individual?because cars with stj and stk numbers when they are sent to the organization they come without their cards

Yes there is, Refer the standardbidding Documents being provided by the PPRA in its web site, you will easly downloan and obtain a contract agreement form for disposal of public assets. However you will obtain the Guideline for filling Such standard document.

Yes, there is a Standard Bidding Documents for Disposal of Public Assets by tender issued by PPRA way back 2007.

I must admit that I was not aware that Government’s cars don’t have cards. We normally exchange cards or any documents under normal transactions – either when sell or buy our own properties as a formal way to substantiate transactions are legally binding.
In the referred SBD there is a clause which takes care of question and this is none other than “Transfer of Assets” Clause. The Clause contains provisions on how the asset(s) will be transferred from the PE to the buyer in particular Sub-Clauses 4.4 & 4.5. You will note that Sub-Clauses talk about “Handover Certificate “and “Documents" to complete transactions.

The referred Clause is reproduced below for easy reference;

4. Transfer of Assets 4.1 The Buyer shall have full responsibility and shall bear all risks and costs associated with the collection, dismantling, removal and transportation of the assets from the location defined in the SCC.

4.2 The Buyer shall collect the assets within seven (7) days after full payment for the assets have been received by the Seller. However, the Seller may grant extension of time for collection of assets as agreed in the negotiations. (If any).

4.3 The Buyer shall contact the official named in the SCC, at Seller’s address, as specified in the SCC to arrange a date and time for the collection of the assets.

4.4 The Buyer shall sign a Handover Certificate, certifying receipt of the assets, at the time of transfer.

4.5 Documents to be handed over by the Seller to the Buyer in the process of transferring the assets are as indicated in SCC.

Please members assist me,if there is a contract or certain document to be given to the buyer of the disposed items e.g a car,as you know cars which use STJ numbers dont have cards. regalds
