PPRA has issued Clarification with respect to debarment of firms under Public Notice in their Website and it states as follows: -

At its meeting held on 22nd June 2012, the Board of Directors of PPRA resolved to debar 34 firms from participating in public procurement for a period of one year for breach of procurement contracts. Since the Board’s decision was made public, PPRA has received request for clarification on the fate of on-going contracts between them and debarred firms.

The Management of PPRA wishes to clarify that the debarment does not apply to any contracts that had been in force prior to the Board’s resolution. Furthermore, the debarment does not apply to any tender for which a Letter of Acceptance had been issued before the decision of the Board’s resolution.

The PPRA has also updated its website in the list of debarred firms and there is long list including firms blacklisted in Uganda and those blacklisted by the WB.

it is high time for professional to cross reference the blacklisted firm's list before an award is affirmed or drop the firms just before evaluation.

Bravo!!

Now we see justice being done to public funds!

I believe some of the debarred firms might have running contracts with the Procuring Entities. What will happen to those contracts? I think this needs more clarifications or directives from the Authority.
