Proper Planning of procurement

Post  RSM on Wed Mar 14, 2012 6:50 pm

Dear Procurement Practitioners

I quote from Tanzania Procurement Journal -Vol V - No. 1 January 3, 2012 - PPRA's new year greetings:
The last quote is from Rt. Hon. David Cameron MP, UK Prime Minister “There’s only one thing worse than spending money you don’t have. And that’s buying wrong things with it. And doing so in the wrong way.”
You can get the full document on

Does the above quote tells you anything? Let us contribute!!!! - I am sure we can write a thesis out of it.
