Yonas,
Your observation is valid. However, according to the Institute of Internal Auditors “Internal auditing is an independent, objective assurance and consulting activity designed to add value and improve an organization’s operations. It helps an organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes."

To fulfill the obligation stated in the above; internal auditors are not supposed be part of operation otherwise they not serve the purpose. The contemporary practice requires internal auditors to carry out post audit rather than pre- auditing. To enable the function of auditing be undertaken smoothly in tendering process, PMUs are required to submit completed Checklist for Monitoring All Procurement within the Procuring Entities

Dear friends,
i sometimes fail to know the axactly part where the internal auditor is required to play in the whole process of tendering. in many organization i worked with, i never saw an internal auditor in invited in the tender opening just to play as an observer. i think if not envited always they will be doing postmortem. (i.e taking part when things have already fallen apart)

here is my question; what are the major roles of internal auditor in the organization in tendering process?
