At what Point in Procurement can One Say There is a Contract

Hello everybody,

The contact is said be binding contract soon after insuance of a Letter of Acceptance, you can reffer also the wording of format Letter [by PPRA], this is true unless it is stated in the tender document for example 'works should not start untill the site has been handed over to you' and the like.

Also I had never head in tendering processes a letter of award,

I stand to be corrected.

At what point in procurement can one say there is a Contract

Dear Forum members

Just a simple issue?? At what point in the procurement process can one say there is a legally binding contract between the PE and the bidder? Is it after:
1. Issuance of the letter of bid acceptance
2. letter of award
3. Display of the Best evaluated bidder notice
