It has been almost four years now since I posted a question more or less related to what "YOUR VIEW" is troubled to now [RJM on Fri Aug 06, 2010 8:55 am]. Quoted below


What is the fundamental difference between Subcontracting [Subcontractor] and Joint Venture as far as procurement proceedings is concern particularly in bids/proposals evaluation.

I am of view that the topic was not thoroughly discussed and concluded. Since this issue or similar issue has crop up again, I think it is high time it discussed in detail.

To me, main issue here is the fundamental difference between association, subcontracting and joint venture and how can one draw a line to distinguish these three aspects in the procurement process.

What were the provisions of the solicitation document? However, PPR 278(4) and (6) stipulates that " A firm shall NOT associate with more than one partner in the same Pre-qualification proceeding". Therefore the way to go is to drop those two Associations as provided in PPRA 2013, 9(10)(b).

CONSULTANT SUBMITTING PROPOSAL IN ASSOCIATION

We invited consultants to submit proposal for consultancy services for the designing of a building. We have opened their proposals.

During evaluation of technical proposal we found one of the consulting firms say X (as main consultant) is submitted their proposal in association with other two consulting firms, and the same firm X has submitted proposal as an associate (sub-consultant) with another firm say Y.

Would you please advise the way to go.
